Kathleen Felix (FONKOZE)

The general objective of this technical cooperation, to be implemented between March 2007 and March 2009, is to contribute to the deepening of Haiti’s financial system by broadening its scope and access to rural areas through a systematic link between remittances transfers and financial intermediation. A specific objective is to improve the effectiveness of Haitian Hometown associations and support groups as agents of development for local communities in Haiti. The project has two components:

  • Knowledge development-Hometown Association (HTA) training
  • Rural financing services encompass the following activities

Component 1- Knowledge development-Hometown Association (HTA) training includes the following activities:

  1. Development of database of Diaspora’s HTAs and support groups of local communities in Haiti.
  2. Identify the needs of 3 local communities in Haiti.
  3. Develop training material and organization of workshop on need assessments and financial literacy.
  4. Dissemination of project.

Component 2 - Rural financing services encompass the following activities:

  1. Enable telecommunications capacity for 18 branches in rural Haiti.
  2. Partner with 3 existing remittance providers.
  3. Network branch offices and technology improvement.
  4. Staff training and recruitment and
  5. Promotional activities of network services.

Project brief status as of November 2008:

Component 1

• Database is completed. More then 130 Associations have been identified in the US and Canada.
• For the needs assessments of 3 communities, we realized that more than 60 assessments have been funded in the past for rural Haiti. We changed our approach and decided to use existing report as models for training on how to move to productive projects.

Component 2
• We have installed all 18 satellites in rural Haiti, now all 32 Fonkoze branches have internet connections.
• Fonkoze Staff has been trained on the various software and safe use of internet for money transfer activities.
• Fonkoze acts as a payer in rural area for our money transfer partners using their Web based and Transfer Software. Our partners are Moneygram, UNO, Banco BHD (Dominican Republic), Unitransfer and CAM.
